How Much Is the Heat Pump Rebate in Victoria?

Victorian homeowners can access two separate, stackable incentives. The Solar Homes Program provides a rebate of up to $1,000 for eligible owner-occupiers, rising to $1,400 for products on the locally made incentive list. The Victorian Energy Upgrades (VEU) program adds a further point-of-sale discount, applied directly by an accredited provider. Combined, the two can reduce your upfront cost by up to $2,030.

What Is the "Locally Made" Incentive?

Choosing a hot water product with local content unlocks the higher $1,400 rebate instead of the standard $1,000. "Locally made" doesn't require 100% Australian manufacture — a product qualifies if at least 50% of its parts are locally made or assembled. This supports local jobs under the Victorian Government's Local Jobs First policy.

From 1 March 2027, existing Victorian homes must replace a failed gas hot water system with an efficient electric alternative, such as a heat pump — gas storage systems can no longer simply be repaired or replaced like-for-like once they reach end of life. Acting in 2026 means locking in current rebate levels — including the higher $210,000 income cap before it drops to $150,000 on 1 July — ahead of that deadline, on your own timeline rather than during an emergency breakdown.
