Is My Business Actually Eligible for Free LED Lighting?

All Victorian businesses can get discounts on outdoor, commercial and industrial lighting upgrades. Indoor lighting is eligible if your existing lights are fluorescent. The VEU program funds this through a certificate mechanism, not a grant — so eligibility comes down to your site and current fittings, not an application queue.

Outdoor, commercial & industrial

Every Victorian business is eligible for discounts here — warehouse floodlights, car park lighting, external signage, factory and industrial fittings.

Indoor, if fluorescent

Offices, retail, showrooms, clinics — eligible if your current indoor lighting is fluorescent. Incentives for replacing other older indoor lighting types have ended.

One exception: largest energy users

Victoria's biggest energy-using businesses aren't automatically eligible unless they opt in to the VEU program — a detail Supply Solar checks upfront.

Not sure what your current fittings are? A free site assessment settles it in minutes — no obligation, no paperwork on your end.

Where the biggest savings are

What Does Your Fitting Type Save?

Savings scale with hours of operation as much as fitting type — high-use areas see the fastest payback.

Fitting type Typical hours/day LED energy reduction Best fit
High bay (80-150W)Warehouse/industrial 16-24 hrs Up to 80% Warehouses, factories, large-format retail
Fluorescent tubes/battensT8 → LED 10-14 hrs ~50% wattage cut Offices, retail, showrooms, clinics
Halogen downlightsRetail display 12-14 hrs 60-70% Retail with heavy display lighting
Outdoor floodlightsCar parks, external 10-12 hrs (dusk-dawn) Up to 75% Car parks, sports fields, external security

Better colour rendering (CRI 90+) under LED can also improve product presentation and customer dwell time in retail settings — a secondary benefit alongside the energy saving.

What Is a VEEC and How Does It Fund the Discount?

This isn't a grant application or a rebate you claim after the fact — it's a certificate-trading mechanism that funds the discount before you even get the invoice.

A Victorian Energy Efficiency Certificate (VEEC) is created for every eligible upgrade, based on the energy savings it generates. Energy retailers are legally required to buy a set number of these certificates each year — that guaranteed demand is what funds your discount.
Step What happens Who's involved
1. Site assessment Accredited provider assesses your current fittings and calculates the eligible energy saving Supply Solar
2. VEEC creation Certificates are created based on the calculated saving, once the upgrade is installed Supply Solar (accredited provider)
3. Certificate sale VEECs are sold to energy retailers, who are legally obligated to purchase a set volume annually Supply Solar handles this — no action needed from you
4. Discount applied Sale value is passed back as an upfront discount — often covering the full cost of supply and installation Your business — no rebate form, no waiting period

The VEU program has been legislatively extended through to 2045 — this isn't a short-term scheme at risk of disappearing mid-project.

Already completed an eligible upgrade? A retrospective rebate may be available if processed within six months after the end of the calendar year the upgrade took place — contact Supply Solar promptly if this applies to you.

Why LED upgrades pay off

Six Reasons It Makes Sense in 2026

Lighting is around 30% of a typical power bill

It's one of the easiest line items to improve without any operational disruption — no downtime, no process change, just lower wattage doing the same job.

The VEU program runs through to 2045

This isn't a short-lived rebate that might disappear — it's a legislated, long-running scheme, giving businesses a wide window to act.

Zero upfront cost is common, not rare

For high-volume activities like LED lighting, the VEEC value can cover the full cost of supply and installation — no capital outlay required.

LED fittings last far longer

Up to 25 years, versus far shorter fluorescent tube life — meaning fewer maintenance callouts and replacement costs on top of the energy saving.

Pairs naturally with solar

A smaller lighting load means any future solar system needs to cover less — sequencing lighting first often improves overall project economics.

Better light quality, not just lower cost

Higher CRI LED lighting can improve product presentation in retail and general workspace comfort — a genuine quality upgrade alongside the saving.

What Melbourne Businesses Say

"Honestly thought 'free lighting upgrade' was too good to be true. Supply Solar explained the VEEC mechanism properly, checked our fluorescent tubes qualified, and there genuinely was no invoice at the end."

GF
Greg F.Warehouse Manager · Dandenong industrial site

"Our showroom lights were halogen, not fluorescent, so I assumed we weren't eligible. Turned out the outdoor and car park lighting still qualified — Supply Solar was upfront about exactly what did and didn't."

SP
Sarah P.Owner · Bayside retail showroom

"We did the lighting upgrade before our solar install, and it genuinely changed the solar sizing quote we got afterward — smaller system, less cost, because our load was lower. Wish someone had told us that sequence sooner."

Commercial Lighting Upgrade FAQs

Is commercial LED lighting really free under VEU?
For many high-volume activities like LED retrofits, VEU can deliver zero or near-zero upfront cost. An accredited provider creates VEECs based on your energy savings, sells them to retailers, and passes that value on as an upfront discount — often the full cost of supply and installation. See how the VEEC mechanism works →
Is my business eligible?
All Victorian businesses qualify for outdoor, commercial and industrial lighting discounts. Indoor lighting is eligible if your existing lights are fluorescent. Victoria's largest energy users need to opt in separately. Check the full eligibility rundown →
How much can I save switching to LED?
Lighting is around 30% of a typical commercial power bill. LED replacements commonly cut lighting energy use by 60-80%. High-bay warehouse fittings running 16-24 hrs/day see the largest savings. See savings by fitting type →
What is a VEEC?
A Victorian Energy Efficiency Certificate, created by an accredited provider for each eligible upgrade based on calculated energy savings. Retailers are legally required to buy a set volume each year — that guaranteed demand funds your discount.
How long does an upgrade take?
Typically 1-3 weeks from enquiry to completed installation for straightforward retrofits, depending on site size and product availability.
Can lighting upgrades be combined with solar?
Yes — and it's smart sequencing. LED lighting reduces the electricity your business needs first, which is often the most cost-effective efficiency step before sizing a solar or battery system. See our Commercial Solar guide →
Is the VEU program still running in 2026?
Yes — legislatively extended through to 2045. Revised program fees took effect 1 January 2026, affecting provider economics but not removing the discount available to eligible businesses. Check my eligibility now →
